O DESPERTAR DE CIDADES CRIATIVAS BRASILEIRAS: A CONFIGURAÇÃO DOS PROCESSOS DE MOBILIZAÇÃO, ESTRUTURAÇÃO E PERMANÊNCIA NA REDE UNESCO

Abstract

Este estudo concentra-se no tema das cidades criativas credenciadas à Rede Cidades Criativas Unesco (UCCN), questionando-se como se caracterizam e se configuram os processos de mobilização, estruturação e permanência das cidades criativas do Nordeste, Sul e Sudeste do Brasil. Para tanto, analisou-se como estes processos se articulam entre governança pública, políticas públicas, e desenvolvimento local/regional. Assim, procedeu-se metodologicamente por meio de uma pesquisa qualitativa, com delineamentos exploratórios e descritivos; pesquisa documental e de campo com estudos de casos comparados mediante aplicação de entrevistas com roteiros abertos e semiestruturados em plataforma digital, face a face, virtual, sendo os resultados interpretados por meio da análise de conteúdo e uma análise documental. Por meio da análise das duas técnicas de coleta de dados, percebeu-se que há aderência das atividades criativas escolhidas pelas cidades contempladas neste estudo para se inserirem à UCCN, pois constatou-se a sua participação econômica, histórica e do uso da criatividade em sua realização. Por meio das categorias criadas e analisadas pôde-se resultar que: houve a participação da representatividade de entidades públicas, de economia mista, associações civis e instituições de ensino superior na mobilização de todas as cidades; na estruturação criou-se uma equipe de trabalho em que algumas dessas representatividades se mantiveram para colaborar com a elaboração dos documentos e discutir as novas metas a serem alcançadas em suas cidades após se inserirem à UCCN; para a conservação das cidades estudadas na UCCN percebeu-se avanços realizados nas cidades em prol da atividade criativa e economia criativa, por meio dos projetos realizados, ações desenvolvidas e projetos de lei que geraram ganhos qualitativos na sua identidade local, mostrando ao mundo sua marca histórica e criativa, e também ganhos quantitativos, fazendo a economia crescer em torno da capacidade criativa de sua comunidade. Conclui-se que as cidades depois de seu despertar à Cidade Criativa e sua inserção na UCCN tem estado comprometida com o desenvolvimento local/regional por meio da sua criatividade, apoiando a classe criativa, reforçando sua identidade e melhorando a economia criativa, ou seja, fazer parte da UCCN só trouxe ganhos para as cidades e sua comunidade.

This study focuses on the theme of creative cities accredited to the UNESCO. Creative Cities Network (UCCN), asking how the processes of mobilization, structuring and permanence of creative cities in the Northeast, South and Southeast of Brazil are characterized and configured. To this end, we analyzed how these processes are linked to public governance, public policies and local/regional development. Thus, the methodological approach was qualitative, exploratory and descriptive; documentary and field research with comparative case studies through the application of interviews with open and semi-structured scripts on a digital, face-to-face, virtual platform, with the results interpreted through content analysis and documentary analysis. The analysis of the two data collection techniques showed that the creative activities chosen by the cities included in this study to join the UCCN are consistent, since they are economically and historically important and use creativity in their realization. The categories created and analyzed revealed that: there was the participation of the representativeness of public entities, mixed economy entities, civil associations and higher education institutions in the mobilization of all the cities; in the structuring, a work team was created in which some of these representative remained to collaborate with the drafting of the documents and discuss the new goals to be achieved in their cities after joining the UCCN; for the conservation of the cities studied in the UCCN, progress has been made in the cities in favor of creative activity and the creative economy, through the projects carried out, actions developed and bills that have generated qualitative gains in their local identity, showing the world their historical and creative imprint, and also quantitative gains, making the economy grow around the creative capacity of their community. It can be concluded that the cities, after their awakening to the Creative City and their inclusion in the UCCN, have been committed to local/regional development through their creativity, supporting the creative class, strengthening their identity and improving the creative economy, in other words, being part of the UCCN has only brought gains for the cities and their communities.
