A CRISE DA REGIÃO CACAUEIRA E OS DESAFIOS PARA O DESENVOLVIMENTO LOCAL

Abstract

Este trabalho se propôs a construir uma teoria substantiva acerca da crise cacaueira fundamentada nas percepções manifestadas por sujeitos locais da Região Ilhéus-Itabuna, sob a ótica da teoria Grounded Theory. Como referência para o estudo foi entrevistados sujeitos que vivenciaram esta transformação nas cidades de Ilhéus e Itabuna consideradas como centros econômicos dessa microrregião no Sul da baiano. A pesquisa surge com o questionamento: Como os sujeitos locais de Ilhéus - Itabuna constroem a realidade da crise econômica da região cacaueira? Para tanto, buscou-se compreender como estes sujeitos percebiam o fenômeno da crise, de modo a elaborar uma concepção teórica com base em 17 entrevistas de sujeitos de vários segmentos do território estudado, incluindo empresários, sindicalistas, agricultores, representantes da sociedade civil organizada e de um órgão de pesquisas do governo Federal. A concepção teórica elaborada da emergência dos dados define como categoria central: ENTENDENDO E REINVENTANDO O LOCAL; ADEQUAÇÃO À NOVA REALIDADE. Essa categoria é sustentada por oito subcategorias que são: revendo o passado, encarando as dificuldades, mudando o local, sofrendo impactos da mudança, articulando o processo da mudança, mantendo resquícios e, criando perspectivas. Esta concepção indica que o local estudado passa por um processo de transformação impulsionado pela crise econômica da lavoura cacaueira. Porém, este processo de mudanças sofre influências do seu passado por meio da sua cultura e modelo de gestão tradicional. Apresenta um lugar que enfrenta as dificuldades para conseguir superar seus problemas, e as reações de seus sujeitos quanto à crise, pois alguns sucumbem, enfrentam ou cedem espaço para outros sujeitos. São mostradas as transformações percebidas no lugar e os impactos que estas mudanças causaram, a exemplo das relações de trabalho, além das indicações de incipiência nas articulações entre os principais agentes do processo de mudança na região.

This work aimed to study the phenomenon of micro-economic crisis of cocoa in Bahia, based on the perceptions of subjects who experienced the process of transforming the place from the perspective of grounded theory, grounded theory. As a reference for the study were interviewed subjects who experienced this transformation in two cities, islets and Itabuna considered that micro-economic centers, located in the southern region of Bahia. The research comes up with the question: how the social reality in the scenario of economic crisis of micro cocoa is built according to the perceptions of his subjects? Therefore, we sought to understand how these subjects perceived the phenomenon of the crisis, trying to develop a theoretical framework based on 18 interviews of individuals from various segments of the study area, including entrepreneurs, farmers, representatives of civil society organizations, the union class and a body of research the federal government. The theoretical concept drawn from the data sets emerging as a central reads: UNDERSTANDING AND REINVENTING THE SITE, FITNESS FOR NEW REALITY. This category is supported by eight sub-categories are: reviewing the past, facing difficulties, changing the place, slammed the move, coordinating the process of change, and maintaining traces, creating prospects. This design indicates that the site under consideration is a process of transformation driven by the economic crisis of cacao. However, this process of change is influenced by its past through its culture and traditional management model. Provides a place that faces the difficulty in overcoming their problems, and the reactions of his subjects and to the crisis, as some succumb, face or give space to other subjects. Shows the perceived changes in place and the impacts that these changes have caused, such as labor relations, in addition to the infancy of the joints between the main actors of the change process in the region.
