CAPACIDADES DINÂMICAS NA AGRICULTURA FAMILIAR A PARTIR DO PROGRAMA NACIONAL DE ALIMENTAÇÃO ESCOLAR (PNAE)

Abstract

As capacidades dinâmicas são a capacidade das organizações de integrar, construir e reconfigurar competências, reagindo a estímulos inerentes ao seu ambiente. Frente a isso, entende-se que o Programa Nacional de Alimentação Escolar (PNAE), que, através do Fundo Nacional de Desenvolvimento da Educação (FNDE), destina 30% para o investimento na aquisição de gêneros alimentícios oriundos da agricultura familiar local para a merenda escolar, é um potencial vetor para o desenvolvimento das capacidades dinâmicas das organizações de produtores da agricultura familiar. Esta pesquisa tem o propósito de analisar a influência do PNAE no desenvolvimento das capacidades dinâmicas em organizações da agricultura familiar do Cariri Central cearense. Como procedimentos metodológicos ao atendimento dos objetivos, tem-se a pesquisa empírica e exploratória com abordagem quantitativa. Os dados foram coletados por meio de um questionário estruturado com escala intervalar. A amostra populacional compreendeu 115 agricultores familiares membros de cooperativas. Foi utilizada amostragem não probabilística para escolha dos respondentes. Os dados foram tratados por análise multivariada, utilizando fatorial confirmatória, com apoio do software Statistical Packet for Social Sciences (SPSS) e a técnica de modelagem de equações estruturais com apoio do software SmartPLS 4. Como resultado, tem-se que construtos apresentaram relação estatisticamente significante com o PNAE, rejeitando a hipótese nula; ademais, a investigação do relacionamento de influência do PNAE sobre as capacidades dinâmicas revelou que o PNAE demonstra se relacionar com a geração das capacidades dinâmicas nas organizações de agricultores familiares. No entanto, possuem efeito pequeno na relação com a maioria dos construtos, apresentando um efeito médio nos construtos Criação de Valor e Gestão do Conhecimento. Com base nos achados da pesquisa, conclui-se que o Programa Nacional de Alimentação Escolar (PNAE) exerce uma influência, mesmo que com baixo efeito, no desenvolvimento das capacidades dinâmicas das organizações de agricultores familiares no Cariri Central cearense. Reforçam a resiliência relacionada à capacidade de se adaptar a mudanças no ambiente. As capacidades dinâmicas permitem que as organizações de agricultores familiares se ajustem a novas condições.

Dynamic capabilities are the ability of organizations to integrate, build, and reconfigure competencies in response to stimuli inherent to their environment. In this context, it is understood that the National School Feeding Program (PNAE), which allocates 30% of its funds through the National Fund for the Development of Education (FNDE) to invest in purchasing food products from local family farming for school meals, is a potential driver for the development of dynamic capabilities in family farming organizations. This research aims to analyze the influence of PNAE on the development of dynamic capabilities in family farming organizations in the Cariri Central region of Ceará. As methodological procedures to achieve the objectives, empirical and exploratory research with a quantitative approach were conducted. Data was collected through a structured questionnaire with an interval scale. The study population sample comprised 115 family farmers who are members of cooperatives. Non-probabilistic sampling was used to select interviewees. The data were treated by multivariate analysis, using confirmatory factorial, with the support of the Statistical Packet for Social Sciences (SPSS) software and the structural equation modeling technique using SmartPLS 4 software. The results showed that constructs had a statistically significant relationship with PNAE, rejecting the null hypothesis; the investigation into the influence relationship of PNAE on dynamic capabilities revealed that PNAE is related to the generation of dynamic capabilities in family farming organizations. However, it has a small effect on most constructs and a moderate effect on the constructs of Value Creation and Knowledge Management. Based on the research findings, it is concluded that the National School Feeding Program (PNAE) exerts an influence, albeit with a low effect, on the development of dynamic capabilities in family farming organizations in the Cariri Central region of Ceará. It reinforces resilience related to the ability to adapt to changes in the environment. Dynamic capabilities enable family farming organizations to adjust to new conditions.
