A APRENDIZAGEM ORGANIZACIONAL A PARTIR DE ACIDENTES E INCIDENTES AÉREOS: CONTRIBUIÇÕES PARA O SISTEMA DE REGULAÇÃO DA AVIAÇÃO CIVIL

Abstract

Este trabalho tem como tema a Aprendizagem Organizacional no Sistema de Regulação da Aviação Civil a partir da experiência de acidentes e incidentes aéreos. O interesse pelo tema foi despertado pela constatação de que, embora os erros sejam frequentemente apontados como uma fonte de aprendizagem individual, havendo diversas abordagens teóricas e empíricas sobre o assunto, no plano da Aprendizagem Organizacional, o corpo de pesquisa é pouco consolidado quando se relaciona especificamente à regulação da Aviação Civil. Aprender com os acidentes e incidentes aéreos e consubstanciar tais conhecimentos em regras e normas exaradas parece ser uma das atividades mais relevantes para estimular maior segurança nas operações de Aviação Civil. Para tanto, faz-se necessário compreender melhor os mecanismos e potenciais barreiras no contexto da produção desses regulamentos, quando sensibilizado pelas informações sobre acidentes e incidentes aéreos. O lócus da pesquisa foi o Sistema de Regulação e Fiscalização da Aviação Civil, que envolve a Agência Nacional de Aviação Civil, que atua como autoridade reguladora do setor e, portanto, responsável direta pela emissão do conjunto de normas afetas à Segurança Operacional da Aviação Civil e a sua relação com entes regulados e suas representações. Para tanto, desenvolveu-se um modelo integrado de aprendizagem organizacional, concebida como um contexto que permite que os erros possam se tornar conhecimento relevante à regulação da aviação civil. A partir desse modelo, foi conduzida uma pesquisa qualitativa, utilizando-se análise documental e a realização de entrevistas. Esta pesquisa permitiu um entendimento mais profundo dos mecanismos que influenciam a aprendizagem e indiretamente a produção de normas de segurança da aviação, bem como identificou os desafios para contribuir para a prática regulatória alinhada ao aumento do bem-estar na sociedade.

The theme of this work is Organizational Learning in the Civil Aviation Regulation System based on the experience of air accidents and incidents. Interest in the subject was aroused by the observation that, although errors are often pointed out as an important source of individual learning, with several theoretical and empirical approaches on the subject, in terms of Organizational Learning, the body of research is little consolidated when it relates to specifically to the regulation of Civil Aviation. Learning from air accidents and incidents and substantiating such knowledge into established rules and regulations seems to be one of the most relevant activities to encourage greater safety in Civil Aviation operations. Therefore, it is necessary to better understand the mechanisms and potential barriers in the context of the production of these regulations when sensitized by information on accidents and air incidents. The locus of the research was the Civil Aviation Regulation and Inspection System, which involves the National Civil Aviation Agency, which acts as the sector's regulatory authority and, therefore, is directly responsible for issuing the set of rules related to the Operational Safety of Civil Aviation and its relationship with regulated entities and their representations. For this purpose, an integrated model of organizational learning was developed, conceived as a context that allows errors to become relevant knowledge for the regulation of civil aviation. Based on this model, qualitative research was conducted, using document analysis and interviews. The research allowed a deeper understanding of the mechanisms that influence learning and indirectly the production of aviation safety standards, as well as identifying the challenges to contribute to regulatory practice aligned with increasing well-being in society.
