dc.description.abstractEste estudo buscou analisar os efeitos da subvenção econômica à inovação (SEI) no desempenho de inovação das micro, pequenas e médias empresas (MPMEs) beneficiárias, sob a perspectiva das capacidades dinâmicas (CDs). Para isso, inicialmente, foram identificadas as dimensões, e a sua hierarquia, que expressam as competências nucleares (CNs) de dessas empresas, considerando o conjunto de critérios que orientaram a avaliação técnica na fase de seleção de projetos do edital de SEI objeto deste estudo. Em seguida, foram identificadas CDs presentes nas MPMEs, evidenciando-se possíveis efeitos da SEI na sua evolução ao longo da execução do projeto. Por fim, foram analisados os efeitos da SEI no desempenho de inovação das MPMEs, compondo uma análise diagnóstica. Do ponto de vista teórico a pesquisa foi norteada pela tese de que a SEI articularia, preliminarmente, competências nucleares (CNs) em MPMEs já na fase de seleção de propostas submetidas ao edital e, ao longo da execução do projeto de inovação, a SEI funcionaria como um mecanismo de desenvolvimento de capacidades dinâmicas (CDs), que alavancariam o desempenho de inovação dessas empresas. Com base na revisão de literatura, foram identificadas as subcategorias que operacionalizam as categorias capacidade absortiva, capacidade adaptativa e capacidade de inovação das CDs: orientação empreendedora, orientação para a aprendizagem, orientação para o mercado e orientação à cultura de criatividade e inovação. O estudo contou com uma fase quantitativa utilizando Análise Fatorial Exploratória e uma segunda fase de caráter qualitativo, realizada por meio de entrevistas semidiretivas aplicadas aos gestores dos projetos. Os resultados da etapa quantitativa identificaram quatro dimensões de CNs presentes na fase de seleção dos projetos: (1) Intensidade e Impacto da Inovação Tecnológica no Mercado; (2) Capacidades e Cooperação para Inovação; (3) Planejamento, Acompanhamento e Alocação de Recursos e; (4) Infraestrutura e Parcerias Tecnológicas. Os resultados da fase qualitativa revelaram um conjunto de elementos de CDs associados às categorias e subcategorias abordadas, que estavam presentes enquanto valores, rotinas e processos continuamente adaptados e reconfigurados para atingir os objetivos do projeto. A movimentação desses elementos evidenciou a evolução de CDs no decorrer da execução do projeto, impulsionada, principalmente, pelo aprendizado acumulado no processo de inovação. Além disso, mostraram que a SEI tem um papel decisivo para o desempenho de inovação de MPMEs, permitindo que essas empresas conquistem ou mantenham relevância e vantagem competitiva de forma sustentável e inovadora. Esta pesquisa contribui para ampliação da discussão do conhecimento sobre as estratégias de inovação de MPMEs, na perspectiva do desenvolvimento de CDs para o desempenho de inovação. Esses resultados devem ser analisados à luz das limitações de um estudo exploratório.
