TÍTULO UNIVERSIDADE E INOVAÇÃO: UMA ANÁLISE DAS FUNÇÕES E DAS CONTRIBUIÇÕES DAS UNIVERSIDADES DA REGIÃO DO GRANDE ABC NA GERAÇÃO DE INOVAÇÕES

Abstract

Resumo A inovação é um assunto frequente tanto na esfera acadêmica quanto corporativa, as empresas, as cidades, os estados e as nações, que querem se desenvolver, precisam pensar em inovação de forma rotineira e incessante. Inovação em uma visão mais ampla significa a criação de novas configurações e relacionamentos entre as esferas institucionais de uma nação, estado ou região. Nas sociedades industriais o modelo da Hélice Tríplice em que ocorre a interação governo-universidade-empresa é a base estratégica para o desenvolvimento social e econômico. Dados de 2015 mostram que a Região do Grande ABC tem mais de 2,7 milhões de habitantes e área territorial de 828 km2, com um PIB regional de R$ 114,8 bilhões, apresenta representatividade econômica, contando com mais de 24 mil Indústrias que dão ocupação a 26% da população economicamente ativa da região. A região foi passando por transformações e atores como as universidades passaram a ser importantes para a geração de inovação e o desenvolvimento econômico local. Tendo por base o cenário exposto, foi proposto o seguinte problema de pesquisa: quais as funções e contribuições das universidades locais na geração de inovação na RGABC? Como objetivo primário do trabalho ficou estabelecido descrever as funções e as contribuições das universidades locais no processo de inovação na RGABC. A pesquisa, classificada como qualitativa e descritiva, foi realizada em duas etapas: 1) por meio de um estudo empírico considerando a realização de entrevistas semiestruturadas com representantes das instituições de educação superior que constituíram os atores centrais desta pesquisa e que forneceram os dados primários; e 2) por meio de pesquisa documental, em fontes secundárias, como base de dados de patentes, leis e decretos das diferentes esferas de governo, além de documentos oficiais das instituições de educação superior selecionadas. Verificou-se que as funções e contribuições das universidades locais na geração de inovação na RGABC podem ser assim caracterizadas: a) pela função de transbordamento e propriedade intelectual, contribuindo com criação de spin-offs acadêmicos, que ainda se mostra incipiente; com a implantação de incubadores, que efetivamente ainda não tem impacto na geração de inovação regional; e com depósitos de patentes que ainda são realizados visando proteção da propriedade intelectual, mas que podem ser considerados no futuro um elemento de fortalecimento do modelo regional de inovação; b) pela função de criação de soluções técnicas comercializáveis, contribuindo com a criação de novos produtos, que se encontra em fase de expansão mostrando-se promissora; com a criação de novos processos, contribuição ainda inexpressiva para geração de inovação regional.

Innovation is a frequent subject at academic and corporate spheres, as companies, cities, states and nations that intend to develop themselves need to think about innovation routinely and incessantly. Innovation, in a broader sense, means the creation of new configurations and relationships among the institutional spheres of a nation, state or region. In the developed industrial societies and also in those still in development, the Triple Helix model (where there is government-university-industry interaction) is the strategic foundation to the social and economic development. Data from 2015 show that the Greater ABC Region has over 2.7 million residents and territorial area of 828km², with a regional GDP of R$114.8 billion, is economically representative and hosts over 24 thousand industries that employ 26% of the region’s economically active population. The region has passed through transformations and the universities became important actors in generating innovation and local economic development. Considering the presented scenario, the following research problem was proposed: which are the functions and contributions of local universities in generating innovation in Greater ABC Region? This work’s primary objective is to describe the functions and contributions of the local universities in the Greater ABC Region’s innovation process. This qualitative and descriptive research was performed in two stages: 1) through an empirical study, considering semi-structured interviews with representatives of the higher-education institutions that were the main actors of this research and provided the primary data; and 2) through documentary research in secondary sources, like patent databases, laws and decrees from different government spheres, as well as official documents from the selected higher-education institutions. It was found that the functions and contributions of local universities in generating innovation in Greater ABC Region can be characterized as such: a) by the function of overflowing and intellectual property, contributing with the creation of academic spinoffs, that is still incipient; with implementing incubators, that does not yet effectively have an impact on the generation of regional innovation; and with the deposit of patents that in the future are still made aiming at protecting intellectual properly – considered a strengthening element of the regional innovation model; b) by the function of creating marketable technical solutions, contributing with the creation of new products, that is expanding and seems to be promising; with the creation of new processes, that is still inexpressive on the generation of regional innovation.
